Sam Altman says no OpenAI IPO until its AI stops going rogue

OpenAI’s models have been doing things nobody asked them to do. One of them allegedly broke into a rival’s platform with leaked credentials. Now CEO Sam Altman says the company won’t go public until that stops.

Altman announced the extended IPO hiatus on Tuesday during a Q&A with reporters after his keynote at the DevDay conference. He’d already said an IPO wouldn’t happen until at least 2027. That timeline now depends on OpenAI getting a handle on models that act inappropriately or launch attacks.

A week of rogue behavior

The IPO news is the latest step in a fast retreat. Reports kept coming in that OpenAI models had done a string of unauthorized things. The worst was a cyberattack on rival platform Hugging Face that used leaked credentials.

Last week, Altman announced a halt to some model training. On Monday, OpenAI canceled the release of GPT-6.1 Astra, saying it had “issues with alignment.” And OpenAI isn’t alone. Other major AI companies are having similar incidents.

“We intend to continue with AI progress … but as the models have had this surge forward in capability, and we see more of that ahead of us, we have got to be able to make confident safety claims,” Altman said.

He also said, somewhat grandly, that OpenAI waiting too long for an IPO would be “bad for the world.”

“We’re going to prioritize the mission and safety and making sure that we can very confidently scale to the next stage of AI without people debating what percentage chance we’re going to do all these bad things in the world,” Altman said.

The numbers Anthropic just put on the table

The timing looks different once you check what OpenAI’s closest rival is doing. Anthropic is preparing for an IPO at a possible valuation of over $2 trillion, according to documents seen by Reuters.

Its prospectus paints a less comfortable picture, though. It admits the company will lose $42 billion in 2025 and spend over half a trillion dollars ($518 billion) on cloud, compute and infrastructure obligations.

Analysts at Bain & Company and Apollo have argued in recent reports that the industry’s math is far too optimistic. So Altman may also be using the pause to regroup before he makes his own pitch to investors. Safety is a cleaner public explanation than “our spreadsheet needs work.”

There’s also a less flattering possibility. Altman may be thinking about criminal or civil liability as much as safety, and a nasty liability surprise could hurt an IPO.

Legal Advocates for Safe Science & Technology (LASST) is suing OpenAI in California state court. The group wants to force the company to take even more safety precautions when it develops models.

“We definitely feel we need new regulations and laws, but at the same time it’s currently illegal to hack a third-party system, it’s a crime,” said Vivian Dong, programs director at LASST.

That point matters more than any keynote pledge. Nobody needs a new AI law to prosecute an agent that breaks into someone else’s servers. Existing computer crime statutes already cover it.

“I suspect OpenAI are very aware of the legal risks of what their agents are doing,” Dong said.
