Ronin will ask RON holders to vote on whether the network’s treasury should supply liquidity to its two main trading pairs on Katana, the first proposal under its new governance framework.

How the vote works
Voting power is tied directly to RON holdings, at one vote per token. A proposal needs a 66% supermajority to pass.
Proposals won’t go straight to a vote. Each one has to start as a community forum discussion and then pass a temperature check run by the Ronin Ecosystem team before voting opens.
Ronin said the supermajority threshold also raises the amount of RON any single holder would need to swing a vote on their own. The team said it can adjust the framework if problems come up.
The RGP-1 process is scheduled to start in October.
Where the money comes from
RGP-1 would be funded from existing treasury reserves. According to Ronin, any future top-ups for ecosystem liquidity would follow rules approved through governance.
The treasury is about to get bigger. The Ronin Ecosystem team plans to move a first batch of 16,234,252 RON into the treasury in October.
That transfer is part of the 90 million RON in staking rewards that the team said earlier this year it would return to the ecosystem. The rest is scheduled for release on a quarterly basis through 2031, following the existing vesting timeline.
In July, Ronin said the 90 million RON allocation would take treasury holdings above 100 million RON, or more than 10% of total supply.
What holders can and can’t vote on
The new framework covers economic and treasury decisions. Protocol and security-critical decisions stay with validator governance for now.
Over time, Ronin plans to extend the governance dashboard to ecosystem funding initiatives, treasury allocations, incentive programs, protocol and ecosystem upgrades and community-driven proposals.
RON Conviction changes builder rewards
Ronin announced a change to Proof of Distribution alongside the governance rollout. Since Sept. 10, Builder Scores have included a new weighting called “RON Conviction.”
Builders whose communities keep holding RON get a bonus on their rewards. Those whose communities show selling pressure get a reduction.
Ronin is also developing an Honor Score, a reputation system that tracks user contributions across the ecosystem. The company said it’ll give builders engagement data and could later be used for onchain identity verification.
Background
The governance rollout follows Ronin’s announcement in March that it would end passive staking rewards. Under that plan, governance authority moves from validators to token-weighted voting, with RON holders deciding on treasury buybacks, investments and DeFi activity.
Ronin said new treasury income would come from larger fee splits on Ronin marketplace transactions, sequencer profits and token revenue from games and apps on the network.
The network completed a hard fork on May 12 to become an OP Stack rollup on Ethereum.
Treasury inflows were already in place before the vote. Since Ronin’s EIP-1559 upgrade in 2025, part of the gas fee on every transaction has gone straight to the treasury, and the treasury also collects RON daily from other sources across the ecosystem.
RGP-1 hands the first decision on how to use that money to the people holding the token. Katana, the DEX that launched to support Axie Infinity’s economy, is where the first deployment would go.
