Microsoft’s plan for its back catalog now has a date attached, and it’s further out than you’d hope. Xbox 360 games are heading to PC, but the rollout is described as “gradual” and spread between 2027 and 2028 “across next-gen devices,” according to a leaked document sent to developers recently and seen by The Verge.
That’s two full years of drip-feed for a library that’s been sitting dormant since the 360 stopped being current hardware.
Where these games will actually run
The document says Xbox 360 titles will be able to run on the next-gen Project Helix console, “Xbox PCs,” and handheld devices. Microsoft has already said Helix will play PC games, so pushing the older Xbox titles onto PC builds out a library that travels between devices, much like what Steam already does.
This follows the recently announced plan to bring original Xbox games to PC. The “full launch” of that program is set for October 2026. The initial version, announced in July, included just four games.
Developers hold the switch, not you
Here’s the part that decides whether any of this matters. With 360 games, developers can opt into making them backward compatible. They also control the price and whether the game shows up on Game Pass.
So the size of this library isn’t Microsoft’s call. It’s a publisher-by-publisher decision, and anyone who has watched a back-compat program stall on rights holders knows how that tends to go.
The disc-to-digital piece, and what happens when you sell the disc
The same document details how players can get a digital version of a game they already own physically, something The Verge’s Tom Warren reported on in July. Put an Xbox One or Series game disc into an Xbox One or Series X console with a disc drive, and you’ll be granted a digital license bound to “that disc and the player’s account.”
The license follows you across Xbox devices. But if the disc “changes hands,” the license transfers to the new person. Discs stay tradeable and sellable, and once the original owner passes one on, they can’t play the digital version they got from it anymore.
That’s a fairer arrangement than the alternative, where a disc becomes a one-time redemption code and the physical object turns into a coaster. It also means the digital copy isn’t really yours in the way a purchase is. It’s yours for as long as you keep the plastic.
The timeline has already slipped once
The document put a public beta for disc-to-digital in July, with general availability in August. We understand Microsoft had originally planned to test the program with Xbox Insiders in July, and that beta was delayed. Whether August general availability still holds isn’t clear.
A slipped Insider beta is a small thing on its own. It’s less small when the same document is asking you to believe in a rollout that runs through 2028.
Why all these licenses exist in the first place
Creating digital licenses at this scale sets up a future of consoles without disc drives. Sony has already declared game discs dead, and Microsoft may follow.
Read the disc-to-digital program with that in mind and it looks less like a favor to collectors and more like a migration path. Get the physical library converted while there are still drives to convert it with.
The context nobody at Microsoft wants attached to this
These planned changes follow Microsoft’s major Xbox “reset” announced in July, which included thousands of layoffs and the company selling off four studios.
That’s the backdrop for a strategy built on making old games portable rather than making new ones. If you own a shelf of 360 discs and an Xbox One or Series X with a drive, the practical move is to keep that console and that drive in working order. The license you’re being offered depends on hardware Microsoft appears to be phasing out.
