Visa‘s Stablecoin Platform launched, and the story most people took away was that banks can finally touch stablecoins without building anything themselves. That’s true. It’s also the least interesting half of the problem.

The platform gives banks, fintechs and payment providers a way to access, hold, move and redeem stablecoins inside a Visa-managed environment. Access improves. And the moment access improves, foreign exchange stops being a footnote and becomes the actual constraint.

A stablecoin can simplify moving value across a border. It can’t decide what currency needs to show up on the other end.

Three countries, one asset, three different problems

Take a fintech serving businesses across Brazil, Mexico and Colombia. Stablecoins give it one common asset for moving value between those markets. Its customers, meanwhile, keep operating in their own currencies, because that’s what their businesses run on.

Every corridor still needs FX pricing, enough liquidity, a conversion and a settlement. Depending on the market, each of those functions may sit with a different provider behind a different integration. Expansion doesn’t simplify that. It multiplies it.

So the promise of one asset across three markets turns into three sets of plumbing, and the fintech owns all of it.

Regulators have already noticed

Brazil’s central bank now treats activities including international payments using virtual assets and the purchase, sale or exchange of fiat-referenced virtual assets as foreign-exchange operations.

That’s a useful tell. The people writing the rules aren’t classifying this as a crypto activity with an FX side effect. They’re classifying it as FX.

Dollar liquidity doesn’t pay a payroll in reais

Wider use of dollar stablecoins could reduce some demand for local currencies in certain situations, particularly for treasury holdings or international trade. That’s real. It also doesn’t remove the need for local settlement.

Businesses pay employees, taxes and domestic suppliers in national currencies. Merchants price goods in whatever currency their customers actually use.

Which means that even when USDC or USDT carries the value across the border, an FX conversion is usually still sitting between that balance and anything useful on the ground.

Putting the peso on-chain isn’t the fix people think it is

Local-currency stablecoins can bring the peso or the real on-chain, which makes them easier to use alongside stablecoin-based payment infrastructure. Meanwhile dollar stablecoins like USDC and USDT stay important as sources of global liquidity, especially for cross-border payments and international trade.

But those two only work together if there’s an efficient market between them. Somewhere in the flow, a peso stablecoin may need to become USDC, or reais, or something else entirely.

Without enough liquidity, reliable pricing and efficient settlement between those assets, tokenizing more local currencies does close to nothing for the conversion problem underneath. You’ve moved the same friction onto a different rail.

The banking-hours mismatch

Functioning FX markets are what connect the two sides. They let liquidity move between global dollar stablecoins and local currencies, and they give market makers a way to rebalance as demand shifts across corridors.

Access to liquidity is only part of it, though. How the trade gets executed and settled has to keep up with a payment system that increasingly runs around the clock.

Traditional FX still leans hard on banking hours. Cross-border payments and currency settlement can take hours or even days once several intermediaries and correspondent banks are in the chain. Stablecoins move whenever. The settlement layer under them doesn’t.

What on-chain FX changes underneath

On-chain FX runs on a different model: pricing, liquidity access and settlement operate beyond banking hours. Pay-ins, payouts and FX swaps can be coordinated in parallel and settled with verifiable on-chain finality.

For a payment company, that collapses several fragmented functions into one infrastructure layer. The provider worries about the currency the customer sends and the currency the recipient receives. Liquidity sourcing, conversion and settlement happen underneath.

It could also make new markets cheaper to enter. Instead of rebuilding liquidity relationships and settlement processes for every new corridor, providers could connect additional currencies through shared FX infrastructure.

The questions a business will actually ask

As stablecoins get easier for financial institutions to drop into payment flows, the attention moves to what’s happening under the transaction.

The strongest cross-border solutions will hide most of that. A business shouldn’t need to know which stablecoin, network, bridge or liquidity source sits between the currency it sends and the currency its counterparty receives.

For the user, it comes down to four things: What currency am I sending? What currency will arrive? At what rate, and how reliably?

Whoever answers those well decides how far stablecoin payments get past digital dollars and into the part of the economy where people pay rent, suppliers and tax bills.
